When someone moves into a council house, most are made to sign a "Tenancy Agreement". This document states what a tenant's responsibilities are and outlines all of the conditions for residency. The contract covers various issues including paying rent, nuisance, harassment, damage and the keeping of pets. When people don't respect their agreement it can often be very disruptive or even physically threatening to surrounding neighbours.
The Mediation Agency staff are often able to resolve housing conflict and repair neighbour-to-neighbour relationships without the intervention of the Council or legal authorities, and so may prevent eviction or other serious charges.
